HPA (China) News – January 2026

  1. Recently, the State Administration for Market Regulation (SAMR) issued the Regulations on the Supervision and Administration of Food Sales Chain Enterprises in Implementing Primary Food Safety Responsibilities. The regulation requires headquarters, branches, and retail outlets to jointly participate in food safety management, implement a tiered reporting system, and ensure the timely identification and handling of potential risks and hazards. It also refines responsibility requirements by clearly defining the specific duties of headquarters, branches, and stores in areas such as food procurement, training, complaint handling, and emergency response.
  2. The State Administration for Market Regulation (SAMR) issued the Measures for the Supervision and Administration of Entrusted Food Production (the “Measures”), further strengthening the responsibilities of both commissioning parties and contract manufacturers, standardizing entrusted food production practices, and preventing food safety risks.
  3. On January 7, 2026, the State Administration for Market Regulation (SAMR) and the Cyberspace Administration of China (CAC) jointly issued the Measures for the Supervision and Administration of Live-Streaming E-commerce, and Measures for the Supervision and Administration of Rules of Online Transaction Platforms, which will both come into force on February 1, 2026. The first Measures apply to live-streaming e-commerce activities conducted within the territory of the People’s Republic of China, as well as to the supervisory and administrative actions carried out by market regulation authorities and cyberspace authorities in accordance with their respective responsibilities. The second Measures set out the fundamental requirements for the formulation, amendment, and implementation of rules governing online transaction platforms. They clarify that platform operators must adhere to the principles of openness, fairness, and impartiality, must not infringe upon the legitimate rights and interests of any party to a transaction, and must not use platform rules to impose unfair restrictions or charges.
  4. Recently, the Catalogue of Industries Encouraged for Foreign Investment (2025 Edition) was officially released. It supports foreign participation in the development and production of sterilized milk, cheese products, infant formula foods, foods for special medical purposes (FSMP), health foods, baked foods, convenience foods, and plant-based protein analog (biomimetic) meat products.
  5. On December 23, JD Health and H&H (Health & Happiness) Group officially signed a strategic cooperation agreement. JD Health will support H&H Group in efficiently reaching target consumers with its diversified nutrition product portfolio, with the goal of achieving a combined business scale of RMB 10 billion (≈ USD 1.39 billion).
  6. On December 18, the island-wide customs closure operation in Hainan officially commenced. As of that date, all regulatory facilities at Hainan’s eight external ports of entry and ten “second-line” ports have been put into operation, marking the formal designation of the more than 30,000-square-kilometer island as a special customs supervision area. This ushers in a new phase characterized by “first-line liberalization, second-line control, and internal free circulation.”
  7. On December 23, Sirio Health (300791) stated on the investor interaction platform that the company is actively advancing the divestment/sale of its controlling subsidiary, Best Formulations PC LLC. The company noted that it will fulfill information disclosure obligations in a timely manner in accordance with relevant laws and regulations.
  8. On September 11, 2025, Beijing Yisheng Qingsong Technology Co., Ltd. promoted an ordinary food product, “Inulin Solid Beverage,” during a livestream on the Douyin platform, claiming that the product could increase the quantity of intestinal probiotics and enhance the diversity of beneficial gut bacteria. The company provided an inspection report for the “Inulin Solid Beverage”; however, the evidence only demonstrated that the product was suitable for human consumption and did not substantiate the claimed functions of increasing the number or variety of beneficial intestinal bacteria. As a result, the Miyun District Market Supervision Administration of Beijing imposed an administrative fine of RMB 10,000 (≈ USD 1,389).
  9. A welfare lottery shop in Jinshui District, Zhengzhou, has been investigated for false advertising involving “Tianherenkang” brand probiotic products. The store claimed that probiotics could “cure cancer” and “alleviate Down syndrome.” Law enforcement officers found that since March 2025, the store had sold more than 100 boxes of probiotic products, with sales exceeding RMB 20,000 (≈ USD 2,778).
  10. Recently, Juneyao Werdery launched a new product, the “Probiotic Nutrition Bottle.” According to official information, the product contains three probiotic strains: Lactobacillus rhamnosus JL-1, Bifidobacterium animalis subsp. lactis BL-G101, and Lactobacillus acidophilus LA-G80. Each bottle provides 364 mg of calcium along with seven vitamins and minerals.
  11. Juneyao Health’s brand Daily Doctor held the G3 “Daily Yi-Gao” new product launch event in Wuxi, officially unveiling an innovative growth support program targeting key stages of children’s development.
  12. On December 16, Juneyao Health (605388) stated on an investor interaction platform that over the past two years, the company has continuously advanced its EU market strategy. Probiotic products under its subsidiary Juneyao Runying have now entered 22 EU countries, forming a stable export business. The company emphasizes international compliance as its core principle, having obtained certifications such as ISO 22000 and HACCP, and has established a full-process quality control system tailored to EU regulatory requirements. The safety and functionality of its core strains are considered to have a solid foundation for compliance with the EU market.
  13. Based on the core data and key findings of the report, the research institute focused on four major global trends in the functional food and beverage industry: protein optimization, gut health, functional beverages, and mental health support.
  14. Recently, Yuansheng Biotechnology Co., Ltd. announced that the BeeAngel Probiotic Powder, produced under the Jianxiaoda brand, has officially passed Level-One Probiotic Strain Certification, becoming the first probiotic product in China to achieve this certification using domestically produced probiotic powder as its raw material.
  15. Recently, Jushu Biotech announced that it has confirmed an exclusive and comprehensive strategic partnership with i-Health, Inc., under which Jushu Biotech will be responsible for promoting Culturelle®, a globally renowned leading probiotic brand, in China and other designated Asian markets.
  16. From December 20 to 22, 2025, the 5th Nutrition Technology Innovation Conference was grandly held in Zhuhai. The Innova team was invited to deliver an insight report titled “Looking Ahead to 2026 – Decoding Functional Ingredients and Health Trends.”
